One-time homebuyers spend less money on maintenance and repairs.
Households that participate in the program spend $35 less on their home expenses.
The results of this pilot program have been available for several years. In November 2012, the House Oversight and Government Reform Subcommittee on Energy and Commerce recommended $2.5 million for the program; of this the amount awarded to the Community Housing Action Center was $1.6 million.
How is the Community Housing Action Center selected?
Since 2007 the Community Housing Action Center has been making home purchasing and renovations more affordable through local advocacy campaigns and training workshops. The Council on Community and Economic Development selects each community housing action center for consideration for a grant.
The Neighborhood Planning and Development Center (NPCD) is a nonprofit partnership between the Council on Community and Economic Development, The Seattle Foundation, and the National Community Reinvestment Coalition that is authorized to award grants for certain projects.
The Neighborhood Planning and Development Center has served many communities with a wide variety of housing needs, not all of which qualify for HUD assistance. In 2008 NPCD created its first-ever "Housing Choice Voucher" program, which provided vouchers for the purchase of properties and a 10% subsidy to low-income people buying their first home. Over the years, the vouchers have remained in effect and are administered by NPCD, though the Council has decided to phase out the vouchers in some communities.

The opposition's proposal came as a warning to Ms Nairn, describing it as an insult to her countrymen.
"This is yet another attempt by the government to intimidate and silence our people," she said.
The proposed reforms would allow the state government to sell off the land and give it to the federal government for $25m per year.
Mr Nairn said he had been "delighted" with the deal and that it gave his government more time to focus on delivering services.
But Liberal MLA for South Australia, Sam Dastyari, said he thought the state's land laws "undermine the capacity of a people to live with respect and in peace in the community".
"They [the state government] are trying to turn South Australia into just another landlocked state," he said.
'An attack on Aboriginal people'
The proposal would also mean the federal government would be the only entity in SA to be able to hold the land on which the new homes sit, as it currently would not.
Ms Nairn said the state should also be left to work out a revenue sharing arrangement with the federal government.
"The state cannot be held hostage by the federal government," she said.
The state government had been preparing a counter proposal that included handing over some land to regional councils for more than $10m over ten years, Mr Dastyari said.
The new government is due to release its proposed changes to the land laws on Thursday.
